<h4>House Of Reps Attempt<&sol;h4>&NewLine;<p><strong><a href&equals;"https&colon;&sol;&sol;openlife&period;ng&sol;">OpenLife Nigeria<&sol;a> <&sol;strong>reports that the debates on the floor of the House of Representatives on the basis of creating more states in Nigeria have been described as a demonstration of idiocy&period;<&sol;p>&NewLine;<p>Speaking on the matter Friday morning&comma; Dr&period; Reuben Abati&comma; an Arise TV anchor&comma; queried the rationale behind such move&period;<&sol;p>&NewLine;<p>He explained that amid dwindling fortunes of the economy typified by alleged unviability of some states&comma; wholly depending on the monthly allocations from the federal government for survival&comma; the House of Representatives’ current efforts at creating new 31 states across the 6 geo-political zones in Nigeria is a show of &OpenCurlyDoubleQuote;stupidity&period;”<&sol;p>&NewLine;<p>Abati stated that at the moment&comma; lots of individuals are proposing the merger of states that are not viable&period;<br &sol;>&NewLine;Abati emphasized that such proposition should be given consideration rather than the insincere move to create more states that will become centres of consumption instead of innovation&period;<br &sol;>&NewLine;&OpenCurlyDoubleQuote;It is all about allocation&comma;” Abati noted&period;<&sol;p>&NewLine;<p>Abati’s reaction comes after the House of Representatives Committee on the Review of the 1999 Constitution announced on Thursday that it has recieved proposals for the creation of no fewer than 31 new states&period;<&sol;p>&NewLine;<p>However&comma; research by metrobusinessnews&period;com &lpar;MBN&rpar; based on report compiled from figures released by the Nigerian Bureau of Statistics &lpar;NBS&rpar; and the <a href&equals;"https&colon;&sol;&sol;metrobusinessnews&period;com&sol;">Federal Account Allocation Committee &lpar;FAAC&rpar;<&sol;a> showed that only about seven states as presently constituted can be said to be economically viable with only two out of the figure most economically viable&period;<&sol;p>&NewLine;<p>This is inspite of untapped human and natural resources existing in most of the states that shouod have invreased their internally generated revenue &lpar;IGR&rpar;&comma; if properly harnessed&period;<&sol;p>&NewLine;<p>Some analysts have expressed concerns about the proposal given the level of cost of governance and leakages at all levels of government&period;<&sol;p>&NewLine;<p>However&comma; Deputy Speaker Benjamin Kalu read a letter from the committee during plenary&comma; outlining the conditions that must be met before any state creation requests can be approved&period;<&sol;p>&NewLine;<p>According to the letter&comma; the proposals include five from the North Central&comma; four from the North East&comma; five from the North West&comma; five from the South East&comma; four from the South South&comma; and seven from the South West&period;<&sol;p>&NewLine;<p>Among the states being considered are Okun&comma; Okura&comma; and Confluence &lpar;Kogi&rpar;&semi; Benue Ala and Apa &lpar;Benue&rpar;&semi; FCT State&semi; Amana &lpar;Adamawa&rpar;&semi; Katagum &lpar;Bauchi&rpar;&semi; Savannah &lpar;Borno&rpar;&semi; and Muri &lpar;Taraba&rpar;&period;<&sol;p>&NewLine;<p>The states also include New Kaduna state and Gujarat states from Kaduna state&semi; Tiga and Ari from Kano&comma; and Kainji from Kebbi state&semi; Etiti and Orashi as the 6th state in the South East&comma; Adada from Enugu&comma; Orlu and Aba from the South East&period;<&sol;p>&NewLine;<p>They also include Ogoja from Cross River&comma; Warri from Delta&comma; Ori and Obolo from Rivers&semi; Torumbe from Ondo&comma; Ibadan from Oyo&comma; Lagoon from Lagos&comma; and Ogun&comma; Ijebu from Ogun&comma; Oke Ogun&sol;Ijesha from Oyo&sol;Ogun&sol;Osun states&period;<&sol;p>&NewLine;<p>According to the letter&comma; section 8 of the 1999 Constitution as amended outlines specific requirements that must be fulfilled to initiate the process of state creation&period;<&sol;p>&NewLine;<p>It read&semi; &OpenCurlyDoubleQuote;a request to the National Assembly for the purpose of creating a new state shall only be passed if a request supported by at least the third majority of members of the Senate and the House of Representatives and the House of Assembly in respect of the area&comma; and the Local Government Council in respect of the area&comma; is received by the National Assembly&period;<&sol;p>&NewLine;<p>&OpenCurlyDoubleQuote;Local Government Advocates for the creation of additional local government areas are only reminded that Section 8 of the Constitution of the Federal Republic of Nigeria&comma; as amended&comma; applies to this process&period;<&sol;p>&NewLine;<p>&OpenCurlyDoubleQuote;Specifically&comma; in accordance with Section 8&period;3 of the Constitution&comma; the outcome of the votes of the State Houses of Assembly in the referendum must be forwarded to the National Assembly for fulfillment of state demands&period;<&sol;p>&NewLine;<p>&OpenCurlyDoubleQuote;Proposals shall be resubmitted in strict adherence to the stipulations&period; Submit three hard copies of the full proposal of the memoranda to the Secretariat of the Committee at Room H331&comma; House of Representatives&comma; White House&comma; National Assembly Complex&comma; and Abuja&period;<&sol;p>&NewLine;<p>&OpenCurlyDoubleQuote;The Committee remains committed to supporting the implementing efforts that align with the Constitutional provisions and would only consider proposals that comply with the stipulated guidelines&period;”<&sol;p>&NewLine;<p>&nbsp&semi;<&sol;p>&NewLine;
