Dangote Planned IPO For Ordinary Africans To Own Refinery

OpenLife News reports that prominent African and global leaders on Thursday threw their weight behind the proposed Initial Public Offering of Dangote Petroleum Refinery and Petrochemicals, saying it could trigger a new era of mass wealth creation, industrial sovereignty, and diaspora investment across the continent.

Speaking at the 2026 ADF Africa Diaspora Leadership Programme Young Global Leaders Convening in Lagos, the leaders described the 650,000 bpd refinery as proof that Africa can build at global scale — and that the next step is to let Africans own it.

“We Want Ordinary Africans To Share In The Prosperity” – Aliko Dangote
President of Dangote Industries Limited, Aliko Dangote, said the IPO is about more than raising capital. It’s about spreading ownership.

“I want drivers, cooks, the woman selling food on the streets of Ghana, Rwanda and South Africa to invest so they can share in this prosperity. We are doing the IPO to pass this prosperity to Africans,” he said.

The Africa’s richest man drew a distinction between wealth and riches: “I am wealthy, not rich. A wealthy man creates wealth, while a rich man makes money and keeps it for himself.”

He said the refinery, once listed, could become Africa’s largest company by size and profitability, following the path of Amazon, Tesla and Alibaba. “Our job is to derisk Africa, encourage more investors, create jobs and create more opportunities. That is how we will transform Africa.”

“He Built A Country Around A Refinery” – Sanwo-Olu
Lagos State Governor, Babajide Sanwo-Olu, said the refinery redefined what’s possible on the continent.

“Mr Dangote did not build a refinery. He built a country around a refinery, and then he built the refinery. There was no port, so he built a jetty. There was not enough power, so he built a power plant.”

He called for a new ownership model: “The next frontier of African scale is not another giant. It is a thousand ordinary owners: the teacher in Enugu, the nurse in New Jersey and the pension fund in Nairobi, each holding a piece of the strategic assets of their own continent.”
Sanwo-Olu warned that the real test is whether “the next one is easier” for African investors.

“It Changes Africa’s Geopolitical Equation” – Jendayi Frazer
Former US Assistant Secretary of State for African Affairs, Amb. Jendayi Frazer, said the IPO connects African production with African capital.

“The refinery connects us all through the proposed IPO that creates broader ownership. It can connect investment with African production to scale with African institutions, pension funds, savers, individual investors, including the African diaspora.”

She added: “Economic power is what you can create, process, finance, transport and sell. The refinery has changed the equation. Africa does not need the world’s permission to build.”

“Industrialisation Mission Made Concrete” – Afreximbank
Afreximbank, which underwrote $2.5bn of the $4bn project loan and added $1bn working capital, called the refinery its industrialisation mission “made concrete.”

“Unless we produce, we cannot trade. Unless we capture value, we cannot prosper,” said Temwa Roosevelt Gondwe, Director, Creatives and Diaspora. “This is proof Africa can move from exporting raw materials to processing and capturing value at home.”

Fatima Aliko Dangote, Group Executive Director, said the conversation must now shift to “what Africa must build, what Africa must own, and what this generation must make possible.”

The event also celebrated the Aliko Dangote Foundation YGL Fellowship, which has supported over 130 young African leaders in the last 15 years.

Industry analysts said that with backing from government, finance, and the diaspora, the Dangote Refinery IPO is being positioned not just as a listing, but as Africa’s first true wealth-democratisation.
